Republican House Leaders To Repeal ACA

Last night, Republican leaders in the US House of Representatives unveiled legislation to repeal the Affordable Care Act (ACA).

In addition to making substantial changes to the health law, the proposal would drastically cut and fundamentally restructure the Medicaid program by converting it to a per capita cap, effectively shrinking federal Medicaid funding over time and putting those LSA members serve and support in danger of losing coverage and access to care. This radical restructuring would shift substantial costs and risks to states, ultimately forcing them to cut benefits, restrict eligibility and reduce provider payments. 
 
What Happens Next?


These threats have never been more real or more imminent. The House is planning to move quickly, with the goal of passing its bill this month. Action begins Wednesday when the House Committee on Energy and Commerce (E&C) meets to consider its piece of the legislative package, which includes the Medicaid per capita cap. The Senate could also begin work in the coming weeks. As we have previously discussed, leaders in the GOP-controlled upper chamber are planning to use a filibuster-proof parliamentary tool called reconciliation to pass their bill with only 51 votes. The E&C draft bill is available here; a section-by-section summary is available here
