Lutheran Immigration and Refugee Service (LIRS) is seeking a Director for Grants Accounting and Finance who will be responsible for financial oversight of all federal award lifecycles beginning with the pre-award cost proposal preparation, through the administration of the award while the award is active, to post-award financial reporting and close-out. The Director is responsible for financial integrity and financial compliance with Federal and award-specific guidelines, including all reporting and other required processes. This position works collaboratively with the VP of Programs and Program Directors to proactively manage the finances of the awards and sub awards, develop forecasts, identify and resolve potential financial related issues. With the goal of optimizing LIRS's opportunity to provide value to migrants, and develop and maintain a strong network of local service providers, this position contributes to the risk assessment of sub-recipients, works to strengthen their financial acumen and results, and monitors their compliance to award guidelines.
|Duties:||• Establish an effective system of developing financial proposals, tracking accurate actual expenses (including receiving expenses from sub recipients) and reporting to all concerned audiences in ways that support their requirements, needs, and interests - federal reporting, internal reporting to program managers, the Vice Presidents, and sub recipients.
• Collaborate with Program staff in developing budget for existing and new grant proposals for federal and corporate grants.
• Develop and maintain controls which support the identification of potential issues early in the lifecycle of an active award - budget variance reports, forecasts, sub recipient monitoring and activity reports, funding availability reports, etc.
• Act as key staff in developing and negotiating negotiated indirect cost recovery agreement (NICRA).
• Identify how to implement the awards from a financial perspective that optimizes the use of the funds available, maintains a strong network, and minimizes risk.
• Maintain a comprehensive understanding of USG policies and procedures. Stay abreast of government grant regulation and requirements, track and monitor changes and interpretations of Federal, State Local, Private grant regulations.
• Provide staff with guidelines and opinion regarding compliance issues related to federal grants.
• Develop and customize financial, special and analytical reports for internal customers and external partners.
• Develop and ensure the delivery of training materials for LIRS staff and sub recipient staff related to grants financial management and compliance issues, so that all parties may have the knowledge to be successful.
• Support the development of LIRS compliance policies, procedures, and forms.
• Lead the annual year-end audit pertaining to all federal reporting audit requirements.
• Supervise Manager of Grants Finance
|Qualifications:||• Bachelor's degree in Accounting or Finance related field in combination with a minimum of 6-8 years of relevant accounting experience. CPA designation is preferred but not required.
• Solid and comprehensive understanding and knowledge of negotiated indirect cost recovery agreement (NICRA) related to federal grants.
• Customer focused and possesses a positive collaborative attitude with staff and partners.
• A minimum of 5 years' experience in federal grants accounting and financial reporting with a not-for-profit organization.
• Knowledge of U.S. government grant-making rules and regulations required including compliance to cooperative agreements, CFR, FAR and applicable OMB Circulars and Super Circulars.
• Demonstrated ability to analyze qualitative and quantitative information and ability to teach others to do the same.
• Minimum of five years supervisory experience with demonstrated ability to develop staff to higher levels of professional responsibility and success.
• Proven advanced degree of proficiency in Microsoft Office Suite applications particularly Excel and ability to apply technology to work processes.
• Excellent verbal and written communication skills; ability to present complex and detailed information easily and accurately.
